Victims Say Japan Ignores Sex Crimes Committed by Teachers
By HOWARD W. FRENCH

AYATO, Japan — Two years ago, a 16-year-old high school girl who lived near here was hospitalized with a high fever. After doctors found that she had an acute case of genital herpes, she told her parents that her teacher had had sex with her.

When approached by the parents, the teacher denied the claim, warning them that their daughter would be expelled if they reported him.

Experts say molestation and statutory rape are commonplace in schools across Japan, and that victims rarely come forward. To do so would violate a host of powerful social conventions, said Akiko Kamei, a retired teacher who is the country's only nationally known expert in classroom sexual abuse.

"In Japan there is a rape myth, which says that the victim of a rape is always to blame," Ms. Kamei said. "Moreover, women are told that if you suffer molestation or groping, you have to be ashamed. If you talk about it to anyone else, you are going to be tainted for the rest of your life."

Beyond that, even when they are identified and caught, molesters rarely receive more than a slap on the wrist.

Speaking at a public symposium, a member of Parliament, Seiichi Ota, recently made light of reports of gang rapes at a Tokyo university. "Boys who commit group rape are in good shape," Mr. Ota said. "I think they are rather normal. Whoops, I shouldn't have said that." (The legislator's comments were carried in many Japanese newspapers.)

Recently, however, the public tolerance for rape has begun to change as a handful of victims or their families have pressed charges against classroom molesters. The mother of the girl infected with herpes, for example, went to the police, which led not only to the dismissal of the 49-year-old teacher, but to a one-year prison sentence for him as well.

In an interview about the incident, the mother requested anonymity, as do most people involved in such cases. She said that if her identity were revealed, she would be ostracized and could even lose her job.

As if to underline the family's concern, the daughter has left Japan, fleeing the taunts of fellow students and the cold shoulder of teachers at her former school.

"Whose interests would it serve for us to go public?" said the mother, who asked not only that her name not be used, but that the name of her town, which is near Hayato, in western Japan, not be revealed. "We would have liked to receive solidarity from other people, but that is not how it works in Japan. I grew up in this community, and although a foreigner might not understand, it is a fact that the victim is always cast in a negative light."

This reality was vividly demonstrated in another recent molestation case in Osaka, where a 13-year-old girl insisted, against her parents' advice, on bringing charges against a 51-year-old teacher. In February, the man was fired and given a two-year prison sentence for fondling the girl in a school office, though more than 40 teachers, friends and colleagues signed a petition requesting leniency.

The victim's best friend told her she had ruined the teacher's life, according to one newspaper, The Mainichi Shimbun. When the girl answered that it was the other way around, the classmate replied: "Well, you are young. You have a second chance."

The victim told the court that after the teacher's arrest she became an object of ridicule.

"When I was at a supermarket, I was surrounded by some senior students I had never spoken to before," she said, according to the newspaper account. "They shouted, `That's the sexually harassed one!' and laughed at me."

The girl's family and lawyer would not agree to requests for further interviews. Ms. Kamei, who published books on sexual abuse under a pseudonym while she was a teacher, came to her field more than a decade ago, when an alarmed mother approached her to say that her 8-year-old girl was masturbating. It emerged that a teacher had been fondling the girl.

Ms. Kamei said that at the time, she and the mother merely insisted that the teacher be sent to another school. "Even today, if a prosecutor fails to bring an indictment, the teacher is completely off the hook," she said. "Even after administrative dismissal, some of these teachers find work in other schools in other districts, or even as volunteers with children, although some people estimate there is an almost 100 percent chance of recidivism."

There are no generally accepted statistics on classroom sexual abuse in Japan. According to figures compiled by the Education Ministry, which parents and advocates for victims say reflect vast underreporting, there were 27 cases of molestation by teachers in 1992, a number that included cases in which teachers themselves were victims.

By 2001, the most recent year for which statistics are available, the number of reported cases had risen to 122.

In Tokyo, an Education Ministry official minimized the extent of the problem.

"Compared to other issues such as bullying, truancy and school violence, the rate of incidence is not so high," said Yoshiyasu Tanaka. "Of course I don't think the official reporting shows everything, but still, this is not something that occurs in every school, whereas problems like bullying occur almost everywhere."

That is small comfort to the mother from the school near here. When asked whether she felt satisfied with the punishment meted out in her daughter's case, she paused and shook her head.

"It is a fact that he was punished, when lots of other cases are swept under the rug, but I can't say that we got 100 percent justice, either," she said. "One year in prison is too light. The disease given to my daughter wasn't taken into account. I just wonder what the judges were thinking about."

maybe the japanese school girls should wear longer skirts to reduce the number of sex crimes? when i was in tokyo.. their skirts were extremely short and they usualli showed their undies when they sit down.. how can the men be totalli blamed for being tempted to commit crimeS?

Grr... and to think they make more than that whenever i buy popcorn liao.. was deeply shocked and disgusted.. from now on, will treat all the service staff better... they realli work veri hard to earn so little money..

then went to the interview for some modelling thing.. think this is less of a scam than that stupid IMPACT models i went to b4.. at least u oni pay for the photos out of ur assignments and not b4.. this should be the way to do business and not cheat poor students' money.. but the office premises look pretty shabby.. hehe.. was pretty skeptical when i saw the place..

Went to Jurong swimming complex today... it was so fun!! hehe.. call me a suaku (mountain tortoise) .. but i nv been there b4 until today.. went with the jurong gang.. and being the only girl (as usual) the guys took extra care to make me feel included and of course in looking after me.. heh.. one of the benefits of being a girl.. :)

the wave pool esp was great! heh.. at first was just relaxing in the float and watching the guys trash one another, trying to overturn the floats and do silly things, while i just tried to stay in the general vicinity and look cool.. i was quickly part of the brawl when some one overturned me.. heh.. when they made me monkey and had to run around trying to get the float back, it was sooo tiring.. but pretty fun.. haha.. lucky i didn't wear a bikini for this.. would have been feeling uncomfortable all the time and it was darn cold when it rain in the afternoon as well.. at least in a swimming costume the guys dared to include me :)

had a great time playing PS2 at zhiwen's house later on.. now my hands are totalli sore..

Artist: Blessid Union Of Souls
Title: Light In Your Eyes

I can't remember the last time that we kissed goodbye
All our "I love you's" were just not enough to survive
Something your eyes never told me
But it's only now too plain to see
Brilliant disguise when you hold me
And I'm free

I've been thinking and here's what I've come to conclude
Sometimes the distance is more than two people can use
But how could I have known girl
It was time and not space you would need
Darling tonight I could hold you and you would know
But would you believe

There's a light in your eyes that I used to see
There's a place in your heart where I used to be
Was I wrong to assume that you were waiting for me
There's a light in your eyes
Did you leave that light burning for me

Cards and phone calls and photograph pictures of you
Constant reminder of all the things you get used to
Is there a chance in hell or heaven
That there's still something here to build on
Or do you just pick up the pieces after they fall
But after all

There's a light in your eyes that I used to see
And a song in the words that you spoke to me
Was I wrong to believe in your melody
There's a light in your eyes
Did you leave that light burning for me

Should I keep on waiting or does love keep on fading away
Fading away

It's been a while since I've seen you so how have you been
Did you get my letter I wrote you, but I did not send
I tried to call your old number
But the voice that I heard on the phone
I recognized but she told me the number was wrong

There's a light in my eyes but it's too bright to see
And a pain in my heart where you used to be
Guess I was wrong to assume that you were waiting here for me
There's a light in your eyes
Did you leave that light burning for me

phew! just came back from two 21st bday celebrations..

first one was a surprise party.. it was so funny, there were 2 groups of guests, 1 group of christians, another group were her OG mates.. couldn't stand the christians.. i dunno wat's with them.. but hey its a bday party lighten up!! had to "rehearse" the opening scene at least 5 times.. first the "SURPRISE!!" then the singing of bday songs, and the singing of "God bless u" to the bday tune.. without regards to whether the rest of us knew wat they were doing.. :( so cheesy and so so so unspontaneous... bleah..

but was so surprised he remembered to invite her whole family.. so so so touching.. she came in.. we burst into song.. her mom appeared.. and they hugged .. and she started bawliing cos she was so touched.. and she couldn't stop crying.. pretty touching scene.. :)

well.. pretty ok party.. then had to rush to geylang.. good turnout there too.. even if it was just a casual dinner that Hailiang was treating.. he's finalli 21, and i'm not anione special to celebrate for him.. haizz..at least had a good chat and laugh.. this bunch of frens nv fail to make me happy..

on the way back, was looking up at him.. finalli have the courage in 2 yrs to look into his eyes again.. at least i dare to tok to him without feeling that guilty again.. he seems to be totalli over the matter, but i won't ever be; i hurt him too much.. even when i look at him in his eyes, its oni a glance, i dare not hold his gaze. haizz.. weak.. always wondering how it would be if i had not made the mistake, suddenly had the urge to hug him happy birthday.. and perhaps time would turn back and all that had happened was just a bad dream and we were still all happy.. shit.. musn't allow myself to think bout wat ifs again.. took me a whole year after the break-up b4 i could even tok to him without bursting into tears..

moving on to happier things.. chris's new toyata 3-door SUV is sooooo cool!! sunroof and power stereo system.. damn chio!! yah, he's realli doing honours.. so prolly can sit his car once or twice more b4 i graduate.. hehe... once again, WOW!!

finalli finished the book.. darn good.. i must say, and thank goodness its a happy ending this time with many baddies caught and pple finalli believing Harry's words that Voldemort has awakened.. at least won't have that horrible anticipatory mood for the next book..

just read in the newspapers some pple actualli queued overnite at Borders.. is there such a need?! dun think the pple are able to read that fast to noe the whole story that day aniway.. after being sleepless the nite b4.. hehe..

wah.. must take a break b4 reading the davinci code.. eyes pretty tired now..

arhhh... *bleary eyed*

still reading the order of the phoenix.. even more mysteries answered and revealed.. and seriously, the book has left the tones of being a childish fantasy story.. if a kid read it, he prolly can't even remember what happen to who at the front of the book by the time he gets to the exciting portions, seeing how thick the book is..

sianz.. stayed up until 4 am last nite and oni reached pg 751.. on with the book then...

haizz... random tots being rattled off here..

i miss school.. esp living in school.. the atmosphere at home is killing me.. without the freedom of the past 2 years i've gotten used to. esp the constant nagging and the housework.. so wat if i'm the eldest daughter? this is not the 1960s animore so stop saying "when i was your age, i was washing everyone's clothes.." !! damn irritating.. and i can't cheong animore.. *sob* at least in hall i had option to cheong or not to cheong.. but here.. everytime they say.. "u can't do this.." the more i feel like doing things just to spite them.. its total instinct man.. so far, have done everything they tell me not to.. some i regret.. but at least i learnt myself the hard way..

sianz.. can't believe i'm actualli sleeping b4 2a.m. nowadays.. there just isn't anithing to do and i can't blast my music.. anione wanna come my house play LAN games? have set up 2 desktops but no one to play wif.. :(

but at least have managed to restrain my spending this month.. tokyo was soooo fun.. pictures anione? miss the weather there esp.. but things are way TOO expensive..

tomolo can collect my harry potter book liao.. hopefully its as good as if not better than the first 4?

argh.. the hulk suckS!

to give credit, the action scenes were pretty cool.. but there were too little of them..
the beginning was draggy.. with weird transition of story sequences of past and present and dreams.. too much of the movie was trying to look like a comic strip.. and the first hour was a big yawn...and alot of times, the story was indecipherable.. :(

there's sure to be a sequel though.. hopefulli its better?

the company was good though
*secret grin*

just came back from tanning.. met a bunch of noisy malay kids downstairs.. they went back after their dad came downstairs with a malay woman.. realised that's always the case.. woman comes, all the kids go to swim.. then woman emerges downstairs.. all the kids go home.. hehe *gossip* wonder wat they're up to huh..

abit chao ta now.. catching the hulk later prolly, TODAY mentioned it was oni "ho-hum" so abit skeptical about watching the show.. well will review it later..

the horrible b.i.t.c.h. who quarrelled with my parents was also downstairs with her geeky looking daughter.. bleah.. pretty rude of her to keep staring at us as well.. there was a strange man with her as well *gossip* hehe.. wonder if that's a secret affair??

off to the movies ..

woo hoo! my first ever blog!

hmm.. woke up at 7 today to a dumb sms.. damn it, i must realli set my phone to silent till later..

hmm, turns out my sis's blog is pretty cool.. aiyoh.. so embarrassing to be a newbie.. later must come back and change stuff..

one of my goals this holidays: to get a nice tan! :)

another goal: to tighten my abs (or should i say tummy)..
